How to structure a Montenegro itinerary
Montenegro is compact — the whole country is roughly the size of Connecticut — but do not let that fool you into under-budgeting time. Mountain roads are slow. The famous Kotor to Žabljak drive takes 4 hours via Nikšić even on a dry summer day, not the 2 hours Google Maps suggests. Plan realistically and you will see more; plan optimistically and you will spend your trip stuck in a car.
3 days: Stick to the Bay of Kotor. Kotor Old Town for the walls and the climb to San Giovanni fortress, a boat to Perast and Our Lady of the Rocks, and a half-day in Budva or up to Lovćen National Park. This is the classic long-weekend circuit and requires no mountain driving.
5 days: You can add Skadar Lake and Cetinje to the coastal circuit, or push north to Durmitor if the mountains are your priority. Not both comfortably — that is a classic mistake that turns every day into a long transfer. Pick one direction and commit.
7 days: The magic number for a balanced Montenegro trip. Coast plus mountains plus one inland highlight (Ostrog Monastery is a popular third leg). A common routing is: Kotor 2 nights → Budva / south coast 2 nights → Žabljak 2 nights → back to Tivat for the flight. That loop covers UNESCO cities, beaches, a national park, and one of Europe's deepest canyons.
10–14 days: You can slow down, add Ulcinj and its 13 km of wild beach, include a cross-border day to Dubrovnik (about 1.5 hours from Kotor plus the border wait), and spend two nights in the mountains rather than one. Biogradska Gora, one of Europe's last primeval forests, rewards travelers who have time to reach it.
