Choosing your Bay of Kotor base — what actually matters

All four main towns on the Bay of Kotor are within 50 km of each other and connected by a single coastal road. In theory you can stay anywhere and day-trip to the rest. In practice, your choice of base shapes the whole rhythm of your trip — noise levels, parking, restaurant quality, boat access, and price all vary dramatically.

Kotor is the practical default and the right choice for most first-time visitors. It has the only UNESCO-listed medieval old town on the bay, the widest selection of accommodation across every price bracket, and the best transport links (regular buses to Budva, Tivat and Herceg Novi). The downside is real: cruise ships dock here most mornings from April through October, and Kotor Old Town between 10 am and 4 pm in July can feel more like a theme park than a medieval city. Book accommodation inside the walls for atmosphere, or just outside for quiet. Parking inside the walls is nearly impossible — use the main lot by the sea gate and walk in.

Perast is 12 km up the inner bay from Kotor, a tiny baroque village of 17th-century palaces that sees virtually no cars within its core. It is legitimately one of the most romantic places in the Adriatic. The island church of Our Lady of the Rocks sits 200 m offshore — you wave down a passing boat for 5 € return. The trade-off is limited dining (two or three good restaurants), very few accommodation options, and no public transport to speak of. You need a rental car based here, or you pay for taxis. Perast works brilliantly for couples who want slow-travel atmosphere; it does not work for families or backpackers.

Herceg Novi anchors the mouth of the bay, closest to the Croatian border (50 km from Dubrovnik). It is the sunniest town in Montenegro by meteorological data — 270 days of sunshine per year — with a long seafront promenade and a more lived-in, local feel than Kotor. Families do well here: there are calmer beaches, less cruise-ship saturation, a good market, and a broader range of mid-market accommodation. The old town is pretty but smaller and less striking than Kotor's. It is also the furthest from Žabljak and the mountain interior, which matters if you plan to split time between coast and mountains.

Tivat is a practical base rather than a romantic one. The town itself is modern and unremarkable, but Porto Montenegro — the superyacht marina developed in the 2010s — brings genuinely good restaurants, a spa, luxury brands, and reliable infrastructure including fast WiFi and the best gym in Montenegro. Tivat Airport is a 5-minute drive from the marina; no transfer required. Road links to both Kotor (20 min) and Budva (25 min) are excellent. If you are a digital nomad working remotely, or a luxury traveler who values polish over authenticity, Tivat is the most functional choice on the bay.
