Is May a good time to visit Montenegro?
May is the best month to visit Montenegro for most travellers. All attractions are open — Blue Cave tours, Skadar Lake, Lipa Cave, rafting on the Tara — the sea reaches 18–20°C and becomes swimmable in the last week, prices are 30–40% below peak, and crowds are minimal. The only caveat: book accommodation and popular tours two to three weeks ahead.
Why May stands out from every other month
Ask experienced Montenegro travellers when to come and most will say May without hesitation. The season is fully open — every tour operator, attraction, and major hotel is running — but the crowds have not yet arrived. The sea is cold enough to stay clear (and warm enough to swim by the last week). The Skadar Lake pelicans are in peak plumage. The Tara Canyon whitewater is at its most powerful from snowmelt. And the landscape is at its most brilliant green before summer dries it to straw.
Prices are meaningfully lower than June through August. A Kotor Old Town apartment that costs €100–120/night in July can be found for €55–75 in May. The same applies to tours and boat trips: competition is starting but demand has not yet exceeded supply.

Weather in May
Coast (Kotor, Budva, Herceg Novi): Daytime temperatures range from 20 to 25°C, occasionally touching 27°C in the last week. Evenings are warm — 14–17°C — comfortable without more than a light layer. Rain becomes less frequent: expect five to eight rainy days in the month, mostly shorter showers rather than all-day rain. The sea temperature rises from 16°C at the start of May to 18–20°C by the end — noticeably cooler than summer but perfectly swimmable for most people in the final week.
Mountains (Žabljak, Durmitor): The Durmitor high plateau opens up for hiking in May. The Black Lake trail is snow-free from mid-May. Higher routes — including Bobotov Kuk (Montenegro’s highest peak at 2,523 m) — may have snow patches until late May. Temperatures in Žabljak range from 5 to 18°C. Tara Canyon: May is the best month for Tara River rafting. The snowmelt from Durmitor keeps the river running high and fast — Tara Canyon is the deepest gorge in Europe, and in May the whitewater is at its most exciting. By July the river drops and the ride is gentler.

What to do in May

Tours combine it with the famous island church of Our Lady of the Rocks (Gospa od Škrpjela) near Perast. In May, groups are small and the bay is calm. By August, the same tour runs multiple times daily with packed boats.

May is the last month of genuinely low prices. Expect 30–40% below August rates for accommodation and tours. Popular tours (Blue Cave, Skadar Lake) may sell out specific departure times on weekends, but rebooking the next day is easy. Kotor Old Town is busy on sunny weekends but nothing like the July-August compression.
Cruise ships begin calling at Kotor in May, but the numbers are modest compared to peak season. On days when a large ship is in, Kotor’s main square does fill briefly; arriving before 10 am or after 3 pm on those days gives a notably different experience.
Best base in May
Kotor remains the strongest single base: central to all Bay of Kotor activities, close to Skadar Lake, and the most walkable and characterful base on the coast.
Budva is the alternative if a beach location matters more than medieval atmosphere. The Budva Riviera beaches are partially set up from mid-May and the range of accommodation is vast.
